Benzodiazepines: legal drugs

Benzodiazepines have no prescription or indication restrictions, which in practice means that if you tell your general practitioner, "prescribe me something for sadness" and they prescribe it, everything is legal. Not only psychiatrists but also general practitioners legally prescribe benzodiazepines, and if the patient does not have depression and it is prescribed anyway, everything is legal and the insurance company even pays for it.
